Drawing heavily on the information in the Acheson-Lilienthal Report, the U.S. proposal to the United Nations on international controls on nuclear material (named the Baruch Plan for its author Bernard Baruch) was presented. It called for the establishment of an international authority to control potentially dangerous atomic activities, license all other atomic activities, and carry out inspections.

The Flag Code covers such matters as Design of flag (Article 1), Dignity offlag (2), Flag protocol (3), Use of the flag by the UN and its agencies (4), Useof flag generally (Use of flag in military operations (Article 8), Manufactureand sale of flag (Article 9), Violation (Article 10), Regulations (Article 11).
The provisions of the Regulations are similar: Dimensions of flag (I), Flagprotocol (II), Use of flag generally (III), Prohibitions (IV), Mourning (V),Manufacture (VI) Alphabetical order (VII), followed by a Schedule of membernations at that date, in the English alphabetical order and a note stating thatthe laws of a member state should prevail in respect of any conflict which mightexist.
